West Midlands and Surrey police offer £1.5bn contract under which private firms may investigate crime and detain suspects

Private companies could take responsibility for investigating crimes, patrolling neighbourhoods and even detaining suspects under a radical privatisation plan being put forward by two of the largest police forces in the country.

West Midlands and Surrey have invited bids from G4S and other major security companies on behalf of all forces across England and Wales to take over the delivery of a wide range of services previously carried out by the police.

The contract is the largest on police privatisation so far, with a potential value of £1.5bn over seven years, rising to a possible £3.5bn depending on how many other forces get involved.

This scale dwarfs the recent £200m contract between Lincolnshire police and G4S, under which half the force's civilian staff are to join the private security company, which will also build and run a police station for the first time.

The home secretary, Theresa May, who has imposed a 20% cut in Whitehall grants on forces, has said frontline policing can be protected by using the private sector to transform services provided to the public, but this is the first clear indication of what that will mean in practice. May said on Thursday that she hoped the "business partnership" programme would be in place next spring.

A 26-page "commercial in confidence" contract note seen by the Guardian has been sent to potential bidders to run all services that "can be legally delegated to the private sector". They do not include those that involve the power of arrest and the other duties of a sworn constable.

Companies who have applied through the Bluelight emergency services e-tendering website have been invited to a "bidders' conference" on 14 March, with an anticipated contract start date of next February.

The timetable for the programme means it will be subject to final sign-off by the first police and crime commissioner for the West Midlands after their election in November. The existing police authority only gave the go-ahead for the tendering stage last month after a "robust and forthright discussion" which ended with a rare 11-5 split vote.

The joint West Midlands/Surrey "transformation" programme, which has strong backing from the Home Office, looks set to completely redraw the accepted boundaries between public and private and the definition of frontline and back-office policing.

The programme has the potential to become the main vehicle for outsourcing police services in England and Wales. It has been pioneered by the West Midlands chief constable, Chris Sims, and Mark Rowley, who has just moved to the Metropolitan police from the post of Surrey chief constable. The pair lead on these matters for the Association of Chief Police Officers.

The breathtaking list of policing activities up for grabs includes investigating crimes, detaining suspects, developing cases, responding to and investigating incidents, supporting victims and witnesses, managing high-risk individuals, patrolling neighbourhoods, managing intelligence, managing engagement with the public, as well as more traditional back-office functions, such as managing forensics, providing legal services, managing the vehicle fleet, finance and human resources.

A West Midlands police authority spokesman said: "Combining with the business sector is aimed at totally transforming the way the force currently does business – improving the service provided to the public.

The areas of service listed in this notice are deliberately broad to allow the force to explore the skills, expertise and solutions a partnership could bring." He said not all the activities listed would necessarily be included in the final scope of the contract, but if the force added other activities later a "new and costly procurement exercise" would be needed.

The contract notice does state that "bidders should note that not all these activities will necessarily be included in the final scope, and that each police force will select some activities from these areas where they see the best opportunities for transformation". But the police clearly want to test whether it is possible for new areas of policing to be provided by private companies.

The contract is being offered in two lots, one covering custody services and the second all other services. It envisages that only one company will be awarded the main contract, although a second may run custody services separately.

The West Midlands police are already planning to cut 2,764 police jobs over the next three years and this privatisation programme is not designed to meet the immediate budget gaps. The savings are expected to show after 2014.

Ben Priestley, Unison's national office for police and justice, which covers many police civilian staff, said it was alarmed by the programme: "Bringing the private sector into policing is a dangerous experiment with local safety and taxpayers' money," he said. "We are urging police authorities not to fall into the trap of thinking the private sector is the answer to the coalition's cuts. The fact that the Home Office is refusing to publish its business case – even under FOI [the Freedom of Information Act] – speaks for itself.

"Privatisation means that the police will be less accountable to the public. And people will no longer be able to go to the Independent Police Complaints Commission if they have a problem. When a critical incident happens, a force's ability to respond will be severely compromised. The only winners are private companies and shareholders who make profits at the expense of local services."

A number of other forces, including Cleveland, Avon and Somerset, and Cheshire, have been exploring the services that might be offered to the private sector, albeit on a smaller scale.

Cleveland police have a 10-year contract with IT firm Steria to provide call handling, front desk staffing, and aspects of the criminal justice system on top of computer services, finance and training. Reliance security runs Cleveland's custody suites.

Avon and Somerset had a contract with IBM, called South West One, which suffered problems in its first three years. Some services are to be taken back in-house. Cheshire has a more traditional contract with Capgemini to provide finance, facilities and fleet management.

There is not expected to be any shortage of bidders. When Lincolnshire put its then groundbreaking contract out to tender last March, 12 companies responded with submissions.

The Occupy movement has become of the longest large-scale protests in US history, and all that protesting had pitted the activists against police departments and their crowd-control weapons. One of the more controversial of those is the LRAD Sound Cannon. So what's the harm in a little noise? Well, a lot, actually.

The LRAD Sound Cannon is an acoustic weapon and communication device…

Developed by the LRAD corporation to broadcast messages and pain-inducing "deterrent" tones over long distances, LRAD devices come in various iterations that produce varying degrees of sound. They can be mounted to a vehicle or handheld. The device produces a sound that can be directed in a beam up to 30-degree wide, and the military-grade LRAD 2000X can transmit voice commands at up to 162dB up to 5.5 miles away.

...that blasts "non-lethal" sound waves...

The LRAD corporation says that anyone within a 100 meters of the device's sound path will experience extreme pain. The version generally utilized by police department (the LRAD 500X) is designed to communicate at up to 2000 meters during ideal conditions. In a typical outdoor environment, the device can be heard for 650 meters. The 500x is also capable of short bursts of directed sound that cause severe headaches in anyone within a 300-meter range. Anyone within 15 meters of the device's audio path can experience permanent hearing loss. LRAD claims the device is not a weapon, but a "directed-sound communication device."

...and keep birds AWAY from hitting planes...

LRAD systems are deployed at airports to sonically deter birds from residing in the paths of aircrafts. The bio-acoustic deterrent helps minimize bird strikes like the one that caused the ditching of Flight 1549 in the Hudson river. In this context, the LRAD broadcasts tones and predator calls that frighten birds away.

...but has also been used by NWO riot police against activists...

The LRAD device has been used on several occasions against activists in the US. The first documented use was in Pittsburgh during the G20 summit in 2009. The Pittsburgh police used it again following the Superbowl in 2011. The LRAD has reportedly been used against Occupy protestors in Oakland and recently against Occupy Wall Street protestors in Zuccotti Park.

...and has potentially long-term side effects.

Use of the device has come under fire because of the potential for permanent hearing loss. Human discomfort starts when a sound hits 120dB, well below the LRAD's threshold. Permanent hearing loss begins at 130dB, and if the device is turned up to 140dB, anyone within its path would not only suffer hearing loss, they could potentially lose their balance and be unable to move out of the path of the audio. The device is also entirely operator dependent, which could lead to serious ramifications if the officer in charge doesn't have sufficient training.

Anonymous' Claims Hack of Credit Data From Security Group

LONDON—Members of the loose-knit movement "Anonymous" claimed on Sunday to have stolen a raft of emails and credit-card data from U.S.-based security think tank Stratfor, promising it was just the start of a weeklong, Christmas-inspired assault on a long list of targets.

One alleged Anonymous affiliate said the goal was to use the credit data to take a million dollars—including, apparently, from individuals' accounts—and give the money away as Christmas donations. Images posted online claimed to show the receipts.

A Twitter account tied to Anonymous posted a link to what they said was Stratfor's tightly guarded, confidential client list. Among those on the list: The U.S. Army, the U.S. Air Force and the Miami Police Department.

The rest of the list, which the hacking movement said was a small slice of its 200 gigabytes of plunder, included banks, law-enforcement agencies, defense contractors and technology firms.

"Not so private and secret anymore?" the group taunted in a message on the microblogging site.

Austin, Texas-based Stratfor provides political, economic and military analysis to help clients reduce risk, according to a description on its YouTube page. It charges subscribers for its reports and analysis, delivered through the web, emails and videos.

Stratfor said in an email to members that it had suspended its servers and email after learning that its website had been hacked.

"We have reason to believe that the names of our corporate subscribers have been posted on other websites," said the email, passed on to the Associated Press by subscribers. "We are diligently investigating the extent to which subscriber information may have been obtained."

The email, signed by Stratfor Chief Executive George Friedman, said the company is "working closely with law enforcement to identify who is behind the breach."

"Stratfor's relationship with its members and, in particular, the confidentiality of their subscriber information, are very important to Stratfor and me," Mr. Friedman wrote.

Calls to Stratfor went unanswered Sunday and an answering machine thanked callers for contacting the "No. 1 source for global intelligence."

Lt. Col. John Dorrian, public-affairs officer for the Air Force, said that "for obvious reasons" the Air Force doesn't discuss specific vulnerabilities, threats or responses to them. "The Air Force will continue to monitor the situation and, as always, take apporpriate action as necessary to protect Air Force networks and information," he said in an email.

Miami Police Department spokesman Sgt. Freddie Cruz Jr. said that he couldn't confirm that the agency was a client of Stratfor, and he said he hadn't received any information about any security breach involving the police department.

Anonymous said it was able to get the credit details in part because Stratfor didn't encrypt them. Hours after publishing what it claimed was Stratfor's client list, Anonymous tweeted a link to encrypted files online. It said the files contained 4,000 credit cards, passwords and home addresses belonging to individuals on the think tank's private client list.

It also linked to images online that it suggested were receipts for charitable donations made by the group manipulating the credit-card data it stole.

"Thank you! Defense Intelligence Agency," read the text above one image that appeared to show a transaction summary indicating that an agency employee's information was used to donate $250 to a nonprofit group.

One receipt—to the American Red Cross—had Allen Barr's name on it. Mr. Barr, of Austin, recently retired from the Texas Department of Banking and said he discovered last Friday that a total of $700 had been spent from his account. Mr. Barr, who has spent more than a decade dealing with cybercrime at banks, said five transactions were made in total.

"It was all charities, the Red Cross, CARE, Save the Children. So when the credit-card company called my wife she wasn't sure whether I was just donating," said Mr. Barr, who wasn't aware until an AP reporter called that his information had been compromised when Stratfor's computers were hacked.

Wishing everyone a "Merry LulzXMas"—a nod to its spinoff hacking group Lulz Security—Anonymous also posted a link on Twitter to a site containing the email, phone number and credit number of a U.S. Homeland Security employee.

The employee, Cody Sultenfuss, said he had no warning before his details were posted. "They took money I did not have," he told The Associated Press in a series of emails, which didn't specify the amount taken. "I think why me? I am not rich."

One member of the hacking group, who uses the handle AnonymousAbu on Twitter, claimed that more than 90,000 credit cards from law enforcement, the intelligence community and journalists—"corporate/exec accounts of people like Fox" news—had been hacked and used to "steal a million dollars" and make donations.

It wasn't possible to verify where credit card details were used. Fox News, which is owned by Wall Street Journal parent News Corp., wasn't on the excerpted list of Stratfor members posted online. But other media organizations including MSNBC and Al Jazeera English appeared in the file.

From the end of 2010 through the first quarter of 2011, JPMorgan Chase donated an unprecedented $4.6 million to the New York City Police Foundation, in the form of 1,000 new patrol car laptops, security monitoring software in the NYPD's main data center, other technology resources, and funding. The gift was the largest in the history of the foundation and will enable the New York City Police Department to strengthen security in the Big Apple.

New York City Police Commissioner Raymond Kelly sent CEO and Chairman Jamie Dimon a note expressing "profound gratitude" for the company's donation.

"These officers put their lives on the line every day to keep us safe," Dimon said. "We're incredibly proud to help them build this program and let them know how much we value their hard work."

Police in Spain have clashed with so-called indignados demonstrators, protesting over the closure of Madrid’s main square.

Amateur footage purports to show scenes as the protesters tried to make their way to the Interior Ministry.
Several people were injured.

The unrest has been going on since Tuesday when police moved in to clear the remains of the Indignados camp – set up against the government response to the country’s econcomic crisis – from the Puerta del Sol square.

Normally bustling with tourists this time of year, the square is now empty with shops and restaurants shutting up too.

Riot police blocades have kept would-be indignados gathered in surrounding streets from returning to the square for now.

But officers say they will not be able to maintain the long hours asked of them much longer.

For three days, the indignados have been trying to reclaim their square from the police. Tonight, an overwhelmed police force responded with violence.

Puerta del Sol was evicted by Spanish police on Tuesday, leading to a major popular backlash that same very night. For the past three days, thousands of outraged protesters have been trying to take back the square from police in a massive outburst of spontaneous non-violent civil disobedience.

Today, for the third day in a row, central Madrid was brought to a complete standstill. Sol remains occupied by police, who have blocked off all the access routes (itself an unprecedented feat in Spanish democratic history, and, according to the largest police union, a constitutionally illegal order by the government).

Tonight, a tired and overwhelming police force finally snapped and resorted to unprovoked and indiscriminate violence. Prepare for an even greater backlash when Spain wakes up to these images tomorrow!

-Joe Iosbaker, spokesman for the United National Antiwar Committee, said Thursday that he was scouting marching routes to McCormick Place, where he said the city might host the summits...“People are saying this will be larger than our RNC protest, which drew 30,000 people,” Iosbaker said, referring to the 2008 Republican National Convention held in St. Paul, Minn...About 50 groups have pledged their support for the demonstrations against NATO and will hold a planning meeting in Chicago on Aug. 28, Iosbaker said.

Battle lines between protesters and the poli ce are already being drawn for the NATO and G-8 summits that Chicago will host next spring.

On Thursday, an anti-war organizer said he was scouting potential staging areas for crowds of protesters expected outside the summits in May.

Meanwhile, police Supt. Garry McCarthy said he’s been planning for three weeks. And he put a deputy superintendent, Debra Kirby, in charge of preparing the Chicago Police Department’s response.

“We have to train for mass arrests,” McCarthy said. “We have to train 13,000 police officers in arrest procedures and containment procedures. At the same time, we will not stop patrolling the city.”

McCarthy said he will send representatives to Pittsburgh and Seattle to learn how those cities dealt with massive protests. In Seattle, about 35,000 people protested a World Trade Organization meeting in 1999...There were violent clashes between protesters and police in Pittsburgh during a G-20 summit in 2009.

McCarthy said he is working with the U.S. Secret Service, State Department and other federal agencies to plan for the protection of the foreign dignitaries who will attend the summits here.

On June 22, President Barack Obama announced the high-level meetings were coming to Chicago — after Obama was lobbied by Mayor Rahm Emanuel, his former chief of staff.

The summits will be held from May 15-22. Chicago is the first U.S. city other than Washington to host a NATO meeting. The Group of Eight industrialized nations will meet here at the same time.

Iosbaker said he already sought permits for protesters to gather downtown at Daley Plaza and the federal plaza. He said he also may seek a permit for a staging area in a lakefront park.

“People are saying this will be larger than our RNC protest, which drew 30,000 people,” Iosbaker said, referring to the 2008 Republican National Convention held in St. Paul, Minn.

His group is planning for protests on May 15 and May 19, but he said he expects other coalitions will stage separate actions, too.

“I think there will be some synergy as the movement against corporate globalization comes together with the anti-war movement,” Iosbaker said. “Our slogan is ‘jobs, healthcare, education, housing — not war.’ ”

Iosbaker said he is hoping for a peaceful demonstration that will result in no arrests.

“We want our marches and rallies to be things that people can bring their children to,” he said. “We want everybody who wants to say something to these heads of state to be heard.”

About 50 groups have pledged their support for the demonstrations against NATO and will hold a planning meeting in Chicago on Aug. 28, Iosbaker said.

“We intend on having our rights respected — our rights to assemble, to speak and to march,” he said.

Last year, Iosbaker’s Logan Square home was searched by FBI agents in an “investigation into activities concerning the material support of terrorism.” No charges were filed against Iosbaker, who said the raid was an effort to stifle his war opposition.
